Climate Change Minister Simon Watts upended six years of cross-partisan consensus on climate change in a late-night announcement on Tuesday when he unveiled significant changes to the Zero Carbon Act that opposition parties had not been consulted on.
The Zero Carbon Act itself was the result of more than a year of painstaking negotiations between the parties of the Labour-led, NZ First and Green coalition government and the National Party over 2018 and 2019.
