For New Zealanders waking up to the news this morning, the draft advice of the Climate Change Commission is indeed likely to confront.
A key question underpinning the Commission's work to date has been whether New Zealand's existing Paris target - our "Nationally Determined Contribution" is actually sufficient to be consistent with the commitments we have made in our zero carbon Act - specifically whether we are doing enough to help the world stay within a 1.5 degree envelope of warming.
